1. Introduction
Disability Rights Louisiana is seeking proposals from qualified media advertising agencies to provide comprehensive media advertising services. Our goal is to educate people with disabilities regarding their voting rights and procedures for voting leading up to the 2024 U.S. general election. The scope of services includes media buying and content creation across various platforms including television, radio, social media, print media, and other relevant channels.
2. Background
Disability Rights Louisiana (DRLA) is a 501(c)(3) not-for-profit organization that protects and advocates for the human and legal rights of people with disabilities of all ages across our state. We work to empower the disability community to live an integrated life, free from abuse, neglect, and exploitation. As part of our mission, we are launching a campaign to raise awareness, and encourage voter participation among people with disabilities. This campaign aims to promote voting accessibility during the upcoming election by:
• Educating people with disabilities regarding their voting rights,
• Educating people with disabilities regarding options for voting early,
• Educating people with disabilities regarding disability voting programs,
• Educating people with disabilities regarding options for voting with assistance, and
• Educating residents of residential facilities regarding specific voting options.
3. Scope of Services
Media Buying
– Television: Purchase ad slots on TV channels across Louisiana.
– Radio: Purchase ad slots on radio stations across Louisiana.
– Social Media: Manage ad placements on platforms such as Facebook, Twitter, and Instagram.
– Print Media: Place ads in newspapers and other print publications.
– Other Media: Identify and leverage additional relevant media channels, including digital platforms.
Content Creation
– Campaign Strategy: Develop a comprehensive media strategy that aligns with our mission and objectives.
– Creative Development: Create compelling and impactful content including TV and radio scripts, social media posts, print ads, and digital ads.
– Branding: Ensure all content adheres to our organizational branding guidelines and effectively communicates our message.
Project Management
– Coordination: Work with DRLA’s communications and community engagement staff to manage all aspects of media buying and content production during the specified timeline, while staying within budget.
– Budget: Work within an estimated total budget of $50,000 for the entire project.
– Reporting: Provide regular updates on campaign performance and make adjustments as necessary to optimize results.
4. Proposal Requirements
Proposals should include the following elements:
– Company Profile: Overview of your agency, including history, experience, and areas of expertise.
– Relevant Experience: Examples of past campaigns similar in scope and target audience.
– Approach and Strategy: Outline your proposed approach for media buying and content creation, including your strategy for reaching and engaging people with disabilities.
– Budget: Detailed cost estimate, including breakdowns for media buying, content creation, and any additional fees.
– Timeline: Proposed timeline for the campaign, including key milestones and deadlines.
5. Submission Guidelines
– Deadline: Proposals must be submitted by September 27th, 2024

6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
– Experience and Expertise: Demonstrated experience in media buying and content creation, particularly with nonprofit organizations or similar campaigns.
– Creativity: Ability to produce innovative and engaging content that resonates with our target audience.
– Cost Effectiveness: Competitive pricing and value for money.
– Strategy and Approach: Clear and strategic approach to media buying and content development.
– Past Performance: Positive feedback from previous clients and proven track record of successful campaigns.
7. Terms and Conditions
– Right to Reject: Disability Rights Louisiana reserves the right to reject any or all proposals.
