Supported Independent Living Advocacy Program (SILAP)

The Supported Independent Living Advocacy Program (SILAP) helps adults with developmental disabilities receiving Medicaid waiver services obtain supports in order to live in their homes, in the community. 

Disability Rights Louisiana administers the Supported Independent Living Advocacy Program (SILAP) through a contract with the Louisiana Department of Justice (Office of Attorney General).

SILAP provides free services to persons with developmental disabilities residing in supported independent living environments in the State of Louisiana Human Services Districts I, II, and X (listed below). The goal of SILAP is to improve life for individuals with disabilities in the community.

To be eligible for services, an individual must:

  1. Have a developmental disability
  2. Receive Medicaid-waiver services
  3. Reside in one of the parishes served by Human Services Districts:

Region I (Metropolitan Human Services District)

District I: Orleans, Plaquemines, or St. Bernard

Region II (Capital Area Human Services District)

District II: Ascension, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge, or West Feliciana

Region X (Jefferson Parish Human Services Authority)

District X: Jefferson

To eligible participants, SILAP provides case advocacy services to assist clients in making requests, applying for services, bringing complaints to appropriate parties/entities, and seeking resolution of requests.

SILAP also works to address systems issues- issues that are widespread and/or common to all waiver recipients. SILAP provides Information and Referrals on rights and resources to SILAP clients and/or family members.

This service also provides referral to other Disability Rights Louisiana legal services; Adult Protective Services; and family, consumer, and advocacy groups.  SILAP also provides education to human services districts, the private provider community, and the general public about the rights of people with developmental disabilities and Medicaid waivers.
